CAC was selected by the National Skills Commission (NSC), an arm of the Australian Government that provides expert advice and national leadership on Australia’s labour market and current, emerging and future workforce skills needs. NSC also has an important role in simplifying and strengthening Australia’s Vocational Education and Training (VET) system.

NSC (the Organisation) was established in July 2020 under the National Skills Commissioner Act 2020.  NSC is supported by the Department of Education, Skills and Employment (DESE) and provides advice to the Minister for Employment, Workforce, Skills, Small and Family Business and the Secretary of DESE.

The NSC’s work focuses on 3 long-term outcomes:

  • to make an enduring and relevant contribution to labour market information
  • to improve the quality, accessibility and relevance of VET
  • to contribute to a labour market that effectively aligns skills needs with education and training.

The NSC has been tasked by the Australian Government to develop national efficient prices for VET courses.

The Issue 

According to the NSC, VET prices, subsidies and fees vary considerably around Australia, with students paying different prices for the same course. NSC notes that a more nationally consistent approach to pricing provides the opportunity for simpler, more transparent VET pricing arrangements that balance consistency with local needs.

The Partnership 

As part of the NSC’s work to develop efficient prices, The Organisation is surveying RTOs about their costs of delivering training. This project is critical to ensure that the work delivered by the NSC reflects the experiences of RTOs and that any chosen pricing model reflects both quality outcomes for learners and value for money for governments and users. The NSC has commissioned Deloitte Access Economics to assist us with this work.

Early this month, CAC has completed its work with Deloitte Access Economics to assist the NSC (the Australian Government) to contribute to the development a national efficient pricing for VET. 

CAC’s Approach and work

To complete this work a small project team was established led by our CEO Sachin Yonzon comprising our Finance Manager and Management Adviser. The work that our Finance Manager has done was heralded as being comprehensive and outstanding. CAC will continue to partner in all aspects of its operation with all levels of government.
